Today a press conference held at Jammu University where ABVP Jammu Kashmir State Secretary Mukesh Manhas asserted that as per notification of J&K PSC, vide notification No. HED-GAZ/218/2022-04, dated 22-09-2022.JKPSC(Jammu Kashmir Public Service Commission) changed the rule 45 of JKPSC (Business and Procedure) Rules 2021 in the recruitment of Assistant Professor/ PTI/ Librarian in the Higher Education Department.
JKPSC mentioned criterion of academic qualification as per UGC regulations where 75 marks for written test,15 marks for interview and only 10 marks for academic qualification that includes UG/PG/NET/SET/SLET/Ph.D./Experience. He further said Just only 10 marks for academic qualifications which includes UG/PG/NET/SET/PhD/Experience and only 2 marks for PhD holders which is not acceptable.
ABVP demands that the Jammu Kashmir Public Service Commission should modified the rule and make sure the screening is first step in the recruitment and should give more weight age to PhD holders and the points of PhD should be increased.
Mukesh Manhas further said in a written test transparency should must and the govt .as well as Jammu Kashmir Public Service Commission should ensure the transparency in a written test. He said the Jammu Kashmir Public Service Commission should modified the notification and give more weight age to PhD holders,otherwise in coming days a huge Statewide protest will held .
He said Jammu Kashmir Public Service Commission should withdraw the order and all those candidates who are short listed for AP and PTI teacher’s should given a chance. Ramnik Sharma State Joint Secretary said Since research plays an important role in country’s growth and to produce more researchers it requires professors or supervisors in higher education from research background.
But current situation/ policy of our JKPSC is running on some other path where it is very tough to create such platform in the near future.However, he said that this rule are “discriminatory” and had created anxiety among the aspirants who possess M Phil and PhD degree as well.
Ravail Parihar a Research Scholar said that In recent, we saw a huge corruption and paper leakage in JKPSI and FAA exams .
Thousands of students are suffering nowadays .No transparency in written test in any exams which was conducted either by JKSSB or JKPSC,which is very unfortunate. This rule is violating the UGC norms and conditions.Being the highest qualification, this is also a stressful degree, not an easy task, one has to spend 3-5 years for having this degree. He said Jammu Kashmir Public Service Commission should modified this notification and give more weight age to PhD holders.
Bhushan Sharma a Research Scholar said that Jammu Kashmir Public Service Commission is ruining the life of highly qualified youth just by playing with their future. So, it means those who have done with their Ph.D., they had wasted their time. It is a very much depressing situation for any Ph.D. holder .Government spends lakhs of rupees on Research Scholar while on the other hands is not giving weightage to PhD holders in College Recruitment .He said JKPSC is just playing with sentiments of the highest qualified youth of Jammu Kashmir.
Kuljeet Shan a Research Scholar of Central University of Jammu said that Jammu Kashmir Public Service Commission must follow the UGC norms. On one hand UGC is making mandatory PhD from Ist July 2023 in Higher education while on the other hands Jammu Kashmir Public Service Commission is modifying the rules and making for 6 months ,it shows that PSC wants to adjust it’s own people.
